Future Star



Vicki Chou, a recognized rising star, is a key member of the White Collar and Investigations team. She is a seasoned trial and appellate attorney and recently served as a Deputy Chief in the U.S. Attorney’s Office in the Central District of California.


As an AUSA in the Central District of California, she represented the United States in hundreds of criminal cases, including computer and internet fraud, intellectual property, money laundering, bank fraud, tax fraud, and racketeering offenses. Many of her matters involved high-level, international coordination, including a case in which she successfully negotiated a first-of-its-kind joint investigative agreement with a European country. She has successfully tried over 10 cases as lead counsel and won every one of her appeals before the Ninth Circuit. She was awarded the Director of National Intelligence Meritorious Unit Citation for her work involving China.


As examples of her work as an AUSA, Ms. Chou’s many notable prosecutions include the indictment of El Mayo, who was the counterpart to El Chapo and also leader of the Sinaloa Cartel, and the successful convictions of two individuals and a corporation for money laundering in connection with the Los Angeles Fashion District Takedown.


Ms. Chou’s outstanding reputation for her public sector work has allowed her to quickly build a formidable private sector practice at Hueston Hennigan. Since joining Hueston Hennigan, Ms. Chou has been involved with developing strategies related to securing a unique plea agreement for one of the highest-profile criminal defendants in the “Varsity Blues” college admissions case, securing a declination for Southern California Edison in the criminal investigation of the deaths from the wildfires, and the upcoming jury trial in a criminal case alleging former Outcome Health CEO Rishi Shah and other executives ran a $1 billion fraud scheme at the Chicago-based company.


Ms. Chou has been repeatedly recognized for her work, having received the Director of National Intelligence Meritorious Unit Citation in 2016, the HIDTA National Award for Outstanding Financial Investigative Effort in 2015, and the IRS Certificate of Appreciation. She also was an Attorney General’s Award nominee for her work in prosecuting El Mayo.


Ms. Chou has also been recognized as a rising star by multiple publications; she was named on the “40 & Under Hot List” and a “Future Star” by Benchmark Litigation and on the “Top Women Attorneys and Top Minority Attorneys” list by the Los Angeles Business Journal, and is one of only 20 recipients of the National Asian Pacific American Bar Association’s (NAPABA) 2020 “Best Under 40,” a significant accomplishment, as the field includes those in all areas of the law, including the judiciary, academia, and politics.


Ms. Chou is active in her community, serving as a founding board member for the Social Justice Legal Foundation, an executive committee member for the Southern California Chinese Lawyers Association, the co-chair of the American Bar Association’s Computer Crime, Intellectual Property and Trade Secrets Subcommittee, and on the executive committee for the LACBA Litigation Section.
