Ellen recently joined Alto following nine years as an Assistant United States Attorney, both in Manhattan and in San Francisco. As an AUSA, Ellen handled a wide range of complex civil matters involving the False Claims Act and related fraud statutes, the Freedom of Information Act, tax and bankruptcy, constitutional law, and environmental law, among others. She has handled cases from the filing of the complaint through appeal, and has argued in both the Second and Ninth Circuit Courts of Appeal. 

Her efforts representing the United States in the In re Ambac bankruptcy proceeding, which culminated in a substantial recovery for the government, earned Ellen the distinguished Director’s Award from the Executive Office for United States Attorneys. 

Most recently, Ellen was the lead attorney for the San Francisco Civil Division on the Wells Fargo matter resulting in a $3 billion settlement for the government. 

These experiences have given Ellen a deep understanding of how the government interacts with private companies as well as with individuals, whether through investigations or litigation. Ellen is a frequent speaker on the False Claims Act and related topics. 

Ellen received her law degree from the University of Pennsylvania Law School, and clerked on the Sixth Circuit.
